From what I experience, weed seems to slow you down, but actually doesn't. It allows you to realize what you think, on a subconscious level. Thats why time seems to drag... because your subconscious has so many thoughts and feelings that you would normally overlook, and your mind is flooded with these thoughts that you have to process. Making it seem like a lot of time has passed, when it actually hasn't. That's my guess. It's you, getting a closer look into your subconscious!!!
Seriously...analyze what I just wrote, and it makes sense!
